The Company's Decision

Following their reported successes at Fort Bugeater, the company of that expedition was called to the Court of the Moon to report to the Souffets. Taking in all the information provided, the Souffets came to a decision regarding the reward of 150,000 dinars (gp) that they had offered for its capture. This reward was divided into three parts:

  1. Eighty thousand (80,000) dinars would be awarded to the company of the expedition for personal rewards. Divided into shares, full shares to leaders and half-shares to retainers, this comes out to:
11,428 dinars each to Sesel, Durham, Heijo, Fa Min, and Najm
5,715 dinars each to Raoden, Pako, Demitrytus, and Fa Mei
  2. Iqtadar Sesel would expand his holdings, taking up the office of mridha (castellan) of the Fort. It was requested by the company that the fort be renamed, given that "Bugeater" was the name of the Kzin who commanded it formerly. As mridha, Sesel receives thirty-five thousand (35,000) dinars for maintenance and upgrades to the fort. A force of at least 120 fighting-men must be hired and supplied, including support staff such as armorers and blacksmiths (it is suggested that perhaps Durham's Ringing Anvil get first refusal to take up this opportunity?). Sesel will hold this post for at least one solar year, with the chance to be reinvested with this authority with the accession of the next two Souffets.
  3. Pako would take up the mantle of censor of the land around the Fort, acting as overseer and tax-farmer and ensuring that the land is developed for the good of Cothon and Gadeed. He will receive thirty-five thousand (35,000) dinars for the development of the land, and hold the office of censor for one lunar year, or longer if renewed during the Feasts of Investiture next year. It is expected that the Was'go take up some of this work, though certain rumors suggest that they are also engaged in their own expansion in the sea caves of the Ocean's Throat. As part of taking office as censor, Pako will also take on the mantle of citizen of Gadeed.
This last is very unusual--a renyu citizen?! It seems clear that this is, to some extant, a thumbing of the nose at the Souffets, a deliberate following of the letter of their decision, but twisting the spirit. Many suspect that Durham, foreigner and Hansemann that he is, put the company up to this unusual choice.
Yet, there are many who are happy to see a renyu raised to such status--after all, why should they not be allowed such status, when Bulrathi and Klackons are granted the same? Is there really anything about a renyu that should bar them from citizenship?

Pako's new status as citizen will be covered in a separate post.

Furthermore, the Souffets also promised a triumph and feast for the successful adventurers, in part to buoy the morale of the Cities, so long assailed by fears and disasters stemming from the Red Cloud and his horde of Kzinti, and the Stygian and the undead horrors infesting Old Tsurr al Qadim. This too will be covered in a separate post.

The Souffets' Decision

PROCLAMATION OF THE SOUFFETS

AT THE COURT OF THE MOON

CONCERNING THE MATTERS OF FORT BUGEATER

The Souffets of these great cities have come to a consensus concerning the matter of Fort Bugeater and associated events pertaining to its recent liberation. The Souffets would like to take this moment to congratulate and give praise to these heroes who, through great courage and haste, have performed their charge to an exceptional degree. Let it be hereby noted that Iqtadar Sesel, Hansemann Durham, Najm the Fishmonger, Heijo the Dyer, and Fa Min the Elementalism are individuals deserving praise for their actions, and shall be duly rewarded. It is also to be noted that General Dalinar al Khalid, through assistance of these individuals in their quest, has shown to continue to be a valuable and trusted ally across this great land, for this much praise is deserved.

As just reward for victory undertaken by these individuals, they were promised 150,000 dinars as compensation. After deliberation and request, it has been decided to award 80,000 dinars directly, to be split amongst the group as they see fit.

A second portion, 35,000, will be put within the charge of the party as a trust to develop the land surrounding the fort for a term of one lunar year. Taxes collected from this development will be turned to split amongst themselves and regional council to continue development and bring prosperity to this land, so long stricken. One member of the party, excluding Hansemann Durham, must stand for this post as censor, and perforce also stand for citizenship; their term in the office will be reviewed and either renewed or revoked during the next season of investiture.

The final portion of 35,000 dinars will be used to recondition and maintain the captured Fort Bugeater as a resupply depot and trading hub. This reconstruction will be overseen by the party as they have shown interest in the security of the land. The fort will be under lease for a term of one solar year. During this term Fort Bugeater shall remain well provisioned and garrisoned, a respite for weary travelers and a stronghold for our great cities. From this boon, great strides towards a brighter future have been taken. Again, one member of the party, excluding Hansemann Durham, must stand for this post of mridha ("castellan"; one character may stand for both offices), and thenceforth also for citizenship; this term of office will be reviewed and renewed or revoked with the accession of the next Souffets, whoever they may be.

Let this be the beginning of a new age of prosperity and dominance for Gadeed and Cothon and the League of the Decapolis. And let us hold a triumph and feast for these intrepid denizens!

Past this point is not public:

The adventurers are asked to pursue an investigation on the “Shadow Figures” and to report any findings on the mystery of the clearing of Fort Bugeater. This is something to be kept close to the chest. Let the people celebrate a victory, they need it. A feast will be held at the expense of the Souffets, inviting the party as esteemed guests, and a parade through the cities as victors.

The Barcidae Concerning Fort Bugeater

Presented by Urash ibn Tobrugh, Master of the Migdol of the Dyers, dressed in fine saffron as he bows to the Souffets to argue his case on behalf of his own household of the Bani Barraqi--the Barcidae.

"Honored Souffets, we of the ancient Baraqi Tribe thank the court for this chance to stand before you and present our case to you, even despite our inability to directly assist in the matter of this fort “Bugeater” and the aggressive Kzinti threat therein. (Though of course, how could we assist in such an effort, when we ourselves were not alerted to any joint venture against this threat?)

"Long have we stood as a bulwark in defense of Cothon and Gadeed, fending off the attacks of pirates and Kzinti alike from the walls of our Migdol and Tower, all for the sake of the Cities. Long have we stood as pillars for the Souffets and all the citizens of Gadeed, shouldering burdens like Duris hoisting the world on his shoulder of old. Long and long have we stood thus, and may our shoulders be pillars and our left hand a strong shield for the Dual-Cities ever longer.

"It is in this spirit that we come before you today, to offer our own services and resources in the garrisoning of this fort.

"A great reward was offered for the capture and manning of this fort—and it is mete that the Souffets should have the prerogative to reward citizens and servants with munificence for deeds well done! But consider the coffers of our Two Cities, and of the League at large. We Baraqi can outfit a force of armigers to hold the fort at no expense to anyone but our own tribe, and thus save the treasuries of the Souffets, the Cities, and the League from bearing any burden, and thus able to be better spent in efforts against this menace of the Red Cloud and the shadow over Tsurr. Our only request in return for garrisoning this strong place--at our own expense--is the use of the land and its fruits for the very maintenance of that strength.

"We expect that the esteemed Dalinar al Khalid, loyal though he is to our cities, will be too busy with affairs in Gadeed and his wracked estates in al Zaytun to be expected to maintain this fort. Thus do we present ourselves, castellans of the Migdol of old, as a fine choice to shoulder such a burden.

"By all means, grant a fine portion of the promised reward to these heroic adventurers. By their actions they have discovered a weakness in our enemies’ plans, and exploited it in due service to yourselves and our Cities. A sixth portion of the proffered bounty seems more than enough for such service—they did not, after all, lead any great force of men, but only themselves and certain barbaric allies—and twenty-five thousand dinars will surely be a surfeit of gold with which to enjoy their cups and their luxuries.

"Again, we thank your august personages for the chance to speak here, and humbly and eagerly await your decision in this matter."

Sesel: The Capture of Fort Bugeater

This information presented regarding the inquiry into the capture of Fort Bugeater.

Let me first thank you for this opportunity. I, of course, was already preparing a report on the activities, and so being given this chance to present it before you both was a welcome thing.

I shall begin, naturally, at the beginning. We had received several opportunities, namely those with regards to the disposition of the tower, fort bugeater, and the device blocking the riverway, and as a group decided that we would begin by investigating the tower. We prepared for months, sending scouting parties, preparing spells, and developing new martial styles. All to prepare ourselves to overtake the watchtower, and then, ultimately, the fort.

When we finally set out, we made sure to disguise our number as best we could. Given that we were able to scout and spy upon their forces, we operated under the assumption that they might have the same.

Over the course of our hike out towards the tower, we were cautious. However, as we reached the approximate area around the tower we discovered it silent. Our forward scouts having confirmed that the tower was vacant of all occupants, at least to their keen eyes. We decided to approach, slowly, carefully. However, we received no opposition so we approached and investigated the place. The signal towers (he provides a rough sketch of them here, in case Cothon/Gadeed might be interested in making use of such things for signaling between their Iqta’s, outposts, and nearby villages), were lit, their weapons and gear cleared out.

Having seen the state of the tower we sent quick word back to the city, thinking to seize it while it was available. After accomplishing that, we began the trek towards fort bugeater that we might better understand the reason for the abandonment of the tower.

Approaching the fort our scouts, and then our own eyes and ears, identified much of the same. Silence, and a general lack of occupying forces. We pressed on, cautious but curious. We discovered heaping piles of bodies, burned and discarded, but otherwise vacant rooms and fortifications. Searching deeper into the fort we discovered a pair of prisoners. The first of these I assume you have heard about from Durham, the second of which I will return to in a moment. After thoroughly investigating the fort, and concluding that there was no imminent threat, we sent word back to General Dalinar, knowing he had standing forces enough to occupy the fort. While we awaited the various forces from General Dalinar and House Othmani to occupy these places we set about destroying the mechanism that was used to obstruct trade on the river.

And so went our expedition to capture the fort. However, I have learned some additional information as a result of this capture.

Namely, that the fort was abandoned as the result of strange shadowy creatures which swept through, slaughtering all that followed Red Cloud, but leaving those two prisoners untouched. In fact, I have spoken with the male prisoner. While his mind has nearly completely retreated from his consciousness due to the horrible tortures put upon him by the Kzin, he was able to explain that these shadow creatures actually saved his life, by withering to a husk the Kzin who had previously been his torturer. And so, while I believe that these shadow creatures are certainly something to keep an eye on, “the enemy of my enemy” as they say. The Survivors and I will continue to investigate these shadow creatures, but I believe the fort to be secure for the moment.

There is further information that has been gleaned. However, for operational security I would ask that we take a more private session. If that is not amenable, so be it, and I will provide it here, but I ask that you understand that this information could put lives at risk and jeopardize our ability to protect the city.

(Which is to say, Sesel provides this either way, but ideally “stricken from the notes” or otherwise in a more private session with as few as the Souffett’s will let him get away with)

I have learned that a major task of Red Cloud, significant beyond even his desire to hold the fort, is to retrieve and reforge a legendary weapon called the lance of St Inistas. Much like the shadows, this lance has moved up to the top of our research tasks, as we must discover more information about what and where it might be that it could be secured. Of course, we will be working with the Confraternity of St. Inistas, and would appreciate any additional authority you could lend to that endeavor.

Finally, I have confirmation that Red Cloud does, indeed, have agents and allies within the dual-cities. I am still in the process of verifying information, and confirming identities. This is, of course, the reason I asked for a more private audience. For, even if I can verify all the information I have, that does not preclude there being others, and we must be very careful who has information about the activities to counter Red Cloud. Lest they undermine our efforts before they’ve even solidified. Additionally, I do not think a city wide hunt, stirring up citizens and turning neighbor against neighbor, would help. And so wish to leave this, above all else, out of the public proceedings to keep the great Dual-Cities from tearing themselves apart. We need to fight these external threats, not each other.

(end private things)

I would also like to explain the, perhaps somewhat obviously embellished, stories that circulated upon our return to the city. As I said before, it was always my intent to bring this report before your council and to make sure the truth of the matter was investigated and known. However, Cothon-Gadeed is facing serious threats. Red Cloud brings war and destruction. An unprecedented undead threat gathering strength in old Tsur. The pirates menacing our trade. Winter hindering crops, and trade alike. Morale in the cities needs a boost. We needed a big victory.

So, using the time honored tradition for an adventurer to embellish upon their story, I took my chance. I told of a great battle, one that we so handily won as to not even wind ourselves. A battle that routed Red Cloud’s forces from not only the watchtower, but from fort Bugeater itself, granting a reprieve of oppression from his forces. I told these stories not to mislead your graces, or the authorities trying to fight against this threat, nor even really to specifically mislead the citizens, but to try and lift the spirits of those sheltering in taverns and homes, those refugees and Survivors of these horrible events going on outside the walls. I seek not to mislead, but to instill hope and strength in these dark times. To let the people of the great dual-cities know that there is hope, that they are defended.

Durham's Report on Fort Bugeater

I will start with the Pako's and Was'go elite scouting of the area. How they learned the number, composition and armament of the patrol, watchtower and the main Fortress itself. As well as observed the coming and going of two parties to the fort. The first a band of twenty Kzin and one human. Another of eight wagons filled with meat, cheese and perhaps weapons and armor as they smelled machine oil.

I will also give information that was gathered earlier on an adventure with house Urdos, the names of some of the person's of interest within the fort, Bug-eater of course, another Kzin Tracker, a human Titus and another Kzin Mweep.

On the day in question the plan was to escort Xandar to the fort to open talks between the city and forces of fort Bugeater. I personally also saw an opportunity to free sister Kyssa that was too good to pass up. We had myself, Sesel, Najm, Fa Min as Xandar escort and the others Pako, Heijo, Raoden, Mai and Demetritus were under a veil of invisibility.

We met up with Xandar at the inn near the fort then proceeded down the road, then met up with the Was'go elite, who were scouting ahead of us and reported no activity.

From there this story becomes one of mystery more than one of action. And begs more questions than answers. We came to the watchtower to find it abandoned, same with the fort. All left in good condition. We did find six piles of bodies at the fort; all burned human and Kzin, no heads.

At this point I started to fear that some sickness had affect those at the fort. Why else would the burned bodies be there, the food and other items left, the fort itself not sabotaged at all. It gave me the feeling that Bug-eater didn't wish to stay a moment longer than needed.

We explored the main building, the dining hall left untouched, food still on the tables. Most rooms empty minus a strange room with only one gem, one gold dinar, and one silver dirham and one copper coin as well. I do not know if this was some kind of code left for others or a trap left for us. We decided to leave it alone and continue our exploration. We found a hole with a ladder that led to an underground hallway, discovering some food and wine, as well as some chests of coin and two prisoners. Sister Kyssa and a man who was clearly driven to madness.

At this point we sent some messages to contact Dalinar. I attended to sister Kyssa and the mad man by giving them both a sakkra potion. Sesel did do some psionic investigations of his own. Discovering that Bug-eater had joined up with Red Cloud, the details there I leave to Sesel.

We held the fort for a night and the better  part of a day till a force could be gathered to occupy the fort's defences in our stead.

I close with that. I find the situation strange and those at the fort should remain vigilant. While the fort and the surrounding area was recaptured easily, much effort and time was spent scouting and in reconnaissance, all done by Members of the Was'go. Their contribution should be noted as it was no small part played.

I ask all who hear this testimony today to hold on to hope, as many dark things have gathered around Cothan-Gadeed for some time. But know that I will not abandon the twin cities or its people to the darkness, so long as my body draws strength, my mind has will and my sprite holds hope.

Dalinar al Khalid on the Sack of Fort Bugeater

For the Souffets

An account of a mission to Fort Bugeater

As described by Xander Magnificat

The Souffets, in their wisdom, have seen fit to inquire as to the recent events that transpired during what has been locally rumored as “the sack of Fort Bugeater”. As the patriarch of House Khalid, who has been wisely summoned to give testimony for our elected leaders (and citizens alike), it is my pleasurable duty – as it should be for any citizen – to provide this account, as it was accurately described to me, by my trusted adviser and envoy, Xander Magnificat.

Before I proceed with this description, be it known that the House of Khalid ... and I, Lord Dalinar, as my forebears have before me ... ensconce our loyalty in Cothon-Gadeed. Our most fervent desire is to lend our strength and honor to the protection of these dual cities, and all the citizens therein. As Cothon-Gadeed succeeds, so do we all.

Because of the evident and encroaching threat that is rising, that which we call Red cloud, and their inevitable, looming clash against our walls and citizens, I took it upon myself to attempt a parlay with the K'Zin war-master/architect formally named Eater of Bugs. Our ultimate desire was to entreat Eater of Bugs to grant my envoy (Xander Magnificat) a boon of safe passage to the main camp of Red Cloud, where a formal truce and treaty might be at last initiated. One that would end, or at least stall, the chaos of war, which we have all experienced too much of in these recent times. It had come to my attention that Iqtadar Sesel, Voice of the Survivors, intended to prove himself as a useful citizen to the cities and the Souffets, by accomplishing a grand mission against the formidable forces infesting Fort Bugeater, which has been wreaking havoc on local river trade and traffic. Thus, it became my design for Sesel and his compatriots to safely escort Xander Magnificat to the gates of Fort Bugeater, and to assist him in opening up a parlay (gaining much if successful). And if parlay could not be achieved, then little, or nothing, would be lost. But know this: for the purposes of House Khalid, Xander (and his escorts) were operating solely as an envoy from our House, and they did not maintain to have authority from the Souffets – thus allowing for all burdens that might come from failure to rest solely upon House Khalid, and the Souffets would remain outside of harm and blame.

Citizen Sesel accepted my covert mission of parlay, and did, indeed, deliver the envoy safely to and through the gates of Fort Bugeater. Yet, what Xander Magnificat has reported seems altogether enigmatic, and decidedly foreboding. It remains, alas, unexplained.

Upon their initial march to the fort, it was found that the watch tower – which House Othmani currently garrisons – was abandoned, yet without sign of siege or attack. Just … empty. This was the first curiosity. Adding to the mystery, no patrols were observed along the local forest trails, which before had been reported as constant. Arrival at Fort Bugeater was decidedly more disconcerting, and only continued to deepen the conundrum.

The fort was found eerily quiet and like the watch tower – abandoned – with its massive gates standing wide open. There was no trace of heated battle (e.g. no blood pools, no entrails, no spattered remains), no trace of siege, nor any sign of chaotic undisciplined departure. On the contrary, tell-tale signs, such as meals left uneaten upon tables, chores seemingly interrupted and left incomplete, and the lack of personal belongings or lucrative material, suggested that the entire garrison – or at least it's greater part – had simply, efficiently, and quickly packed their gear and left. However, several items of the most curious kind were noted. Within the walls of the fort were six (6) biers of stacked bodies, perhaps as many as 25 individuals, which had been burned almost beyond recognition. Their composition was that of K'Zin and men, alike. A closer examination proved that the bodies were all without heads. And those heads were later found, weighted down in metal sacks, under the flowing waters of the river below. Perhaps a burial rite I am unfamiliar with – yet, still disturbing, at the least.

Xander reported that Sesel and his compatriots made a thorough search of the fort and its internal environs, and also destroyed and removed the contraption that was used to control and harass river traffic. Upon inspection, they found that the various protective siege weapons upon the walls were in fine working order (8 ballistae, each with a bevy of ammunition), the smithy of the fort was well stocked and its furnace still glowed (albeit quietly), the well provided sweet, clean water, all of the walls and housing were in good repair, the latrine was clean and functioning, that the larders and pantries of the fort were laid out in preparation of maintaining a rather large fighting force for a period of approximately one year … and two prisoners. These unfortunate and sourly unclean wretches were released from dank cells hidden beneath the main feasting hall.

After it was determined that no harm was present, Sir Durham sent runners to House Othmani (requesting that they might garrison the watch tower), and Citizen Sesel sent word to House Khalid, to provide garrison for the fort. I am told that the released captives were cared for quite generously. One was known to Sir Durham as Sister Kyssa, of the Confraternity of St. Inistas. It was she who was assumed captured and possibly imprisoned by a Red Cloud war party that attacked and destroyed Iqta Zaytun. She was in dire need of medical assistance, and they feared she may not survive. But providence prevailed, and I am to understand that she has been reunited, joyfully, with her ecclesiastical family. The other prisoner had most certainly been a poorly treated fellow – he was (remains?) stark raving mad. Apparently he blathered on wildly and incoherently in a language that none in their presence understood. I do not have knowledge of what has befallen that fellow, but assume that he is in the care of Iqtadar Sesel.

This is the entirety of information, concerning the “sack of Fort Bugeater”, that Xander Magnificat has truthfully recounted to me. I have no reason to doubt the veracity of my adviser's report.

Finally, with the Souffet's leave, I would like to propose to them the following, and implore their august body to wisely consider:

Look with pleasure, fondness, and gratitude to this fine Citizen – and these barbarians:

Iqtadar Sesel, Voice of the Survivors

Hansemann Durham, of the Ringing Anvil

Najm the fishmonger

the Mendicant, Fa Min

Heijo, of the ink-stained hands

They, and their comrades, risked their lives to entertain and undertake an enterprise that was credibly expected to be highly dangerous. While they certainly entered into this enterprise with an eye toward a lucrative reward, their expedition was solidly grounded in providing a great boon to the dual cities of Cothon-Gadeed. While a mystery remains as to why the watch tower and fort were abandoned, they did not have foreknowledge of this, and fully expected to encounter and be subjected to a very harsh and perhaps deadly reception at the fort, upon arrival there. And their agreement to act as escorts for Xander Magnificat, came at a personal request to me, who in turn has only ever acted in providing himself and his House as a shield and strength to our great citizens.

All rewards that have have been accomplished (and provided proof for) should without prejudice, be lauded upon these fine compatriots. All but one. We maintain that it be honored, but with a caveat.

As for the handsome reward that the Souffets have made promise of, concerning a rather impressive pile of coin, and the delivery of the fort into the conqueror's control, I make this proposal: That a full half of the promised cash reward be immediately made (that being 75,000 gold dinar), to be split among their company, as they see fit. That the other half of that monetary reward be placed in deposit – to be used solely in maintenance of Fort Bugeater, in the service of Cothon-Gadeed. Further, that the fort, along with its local “environs” and materials, be deeded to these same individuals, to be maintained and used as theirs in time of peace, but provided in service to and under direction of Cothon-Gadeed, when needs arise. The Souffets, in their wisdom would always, of course, be the adjudicators and final arbiters of what a “need” might be. The “environs” would include a circular area, having the fort as its center, and a diameter equal to the distance between the fort and the watch tower. The watch tower will remain garrisoned and maintained by House Othmani. It will be the responsibility of the fort to maintain river passage and safety of goods and personnel throughout the stretch of river that runs through their environs. In order to maintain this order and readiness, the fort must be garrisoned at all times with a minimum of 125 men-at-arms, along with necessary support officers, specialists, and staff (likely a minimum of 150 individuals). The hiring, housing, equipping, training, and feeding of this garrison will be the responsibility of those who accept this portion of the conditioned agreement.

(Bottom line is – accept part of 75000 gp and walk away, or accept part of 75000 gp AND become “landed responsible lords” of the fort and area, with a starting maintenance fund of 75000 gp. But the fort must be kept in good standing and well garrisoned, or you lose that deed, and forfeit what money is left in the maintenance account. After the pool of 75000 gp is spent in maintenance … well … the funding has to come from somewhere!)

Finally, I would like to publicly honor any of these fine, named individuals, the sponsorship of House Khalid, if they should so desire it. And to each of them I produce a gift of our House token, with which it will be known that they have leave to enter the upper city, unhindered, to seek out my presence, as well as to enjoy the hospitality and sanctuary within the walls of House Khalid.

Inquiry into the Affairs at Fort Bugeater

The Dual-Cities are ablaze with rumors after the most recent expedition of adventurers that have made the cities their home—ablaze with rumors that perhaps the Red Cloud has already been driven back, and his horde of Kzinti defeated!?

It would seem that Fort Bugeater—the fortress that in the last year has threatened the hinterlands of Cothon to the northeast (and most especially Alagadrein)—has been stormed, and its walls manned with the stalwart men-at-arms of General Dalinar's al Khalid household, subsequent to the actions of a select few in gaining a foothold within the fortress. Those few in particular were the Iqtadar Sesel, Hansemann Durham, Fa Min the Newcomer, and Najm the Fishmonger, as has been proudly proclaimed through the taverns already by Sesel in particular—though it is also known that Heijo the Dyer, Fa Mei, Raoden of Bob, Pako the Renegade Renyu, and Demitrytus were also a part of the company who sought to capture Fort Bugeater.

Great rewards had been in the offing for such great deeds, some from houses like al Othmani, others from the Souffets themselves. As the objects of the Othmani rewards were fairly straightforwardly accomplished, these will be paid out in full:

  • 5000 dinars offered for the destruction of the contraption blockading the river, and
  • 7000 dinars offered for the capture of the watchtower outpost

This comes out to a cut of:
  • 1714 dinars per player character (Sesel, Durham, Fa Min, Najm, Heijo)
  • 857 dinars and 5 dirhams per retainer (Fa Mei, Raoden, Pako, Demitrytus)

As for the Souffets' proffered rewards, however, the leaders of the cities wish to learn a little more before simply crediting these four with a full hundred and fifty thousand dinars (150,000!).

Iqtadar Sesel; Hansemann Durham; General Dalinar—consider this a summons to court!

Each of the three characters summoned is asked to produce their own testimony before the Souffets in the Court of the Moon, concerning what happened at Fort Bugeater and what has been done since to maintain it for the Cities. This testimony is also a chance for the characters to argue for their right to the reward proffered by the Souffets, perhaps by elucidating any plans they might have for the use of these funds, perhaps especially in the continued operation and maintenance of Fort Bugeater under the Souffets' command.

Essentially, this is a request for an expedition report and will provide 100 xp per level, as usual, but is a chance to provide especial rhetorical flourishes—which may also be appreciated by the Souffets themselves.

The summoned characters may additionally call others for supporting testimony.

Once all reports have been heard, the Souffets will consider all the information that has been provided as to their best path forward in regards to the reward of 150,000 dn to the "conquerors" of Fort Bugeater.

Citizen Sesel

After the flurry of activity at the Ringing Anvil and the rumors that flew about as the tower of the windmill was raised, there was only a short lull before a new curiosity caught the attention of the myriad tongues that wag and wander incessantly through the harbor of Cothon--the rumor that Sesel, Voice of the Survivors, was seeking citizenship of Gadeed, Mother of Cities! Sponsored by no lessers than the great tribe Banu al Rashid!

Much has been supposed in the last few months, as word of Zaida al Rashid's accompaniment of the expeditions into the Attine Spire wended through the city, but all was confirmed this week as Sesel was called before the magistrates of the Court of the Mount in Gadeed herself. Entering into Court with his sponsor, Khaled "the Stammerer" al Rashid (incidentally, the rhetor who argued on behalf of the Survivors of the Tel in their case v. the Barcidae), Sesel stood before the magistrates and gave answer to the questioned formulate of the magistrates of the City:

  1. What wealth do you claim? (the better to establish your class as Citizen)
  2. Do you make any claims to rights or pedigrees according to your ancestors? (i.e. now is the time to declare and argue for any presumption on your part of nobility)
  3. What is your profession? (again to establish class; "man-at-arms" being an acceptable "noble" profession)
  4. Do you swear loyalty to Gadeed, to Cothon, and to the Souffets? To keep arms and/or to provide for the arms of your servants or slaves, all in greater service to the Mother of Cities and the Ten Cities' League? (this last being especially emphasized, given the recent lawlessness and rioting)

Though his answers are, of course, his to know, and the magistrates' to keep, nevertheless he was afforded this certificate of Citizenry (and the particulars of his class will be worked out according to his answers and to his situation as-sponsored by the Bani al Rashid):

Written in an older liturgical version of the current tongue, this document certifies that Sesel is indeed a citizen, on this day, [30 July]. The red wax overlaying name and date do somewhat to make the reading difficult in this format, but they are written out as per the formulae. From this date, Sesel is a citizen of Gadeed, granted full rights to the City and her Courts, and to marriage with her other citizens ... and there is rumor that just such a marriage may in fact be in the works?!

For there is a great deal of activity in the household of the al Rashids bespeaking a great feast, of many hmela bought to be sacrificed, and dancers and musicians sought after and paid, and many amphorae of wine. So wagging tongues have yet a little more to talk about before the next curiosity, which is a rumor that the Souffets will soon upend and replace the current tax-farming procedures.

In the "Court of the Sword" -- Kzin v. Bulrathi

As the huge red sun leans west across the sky, the sands of the Coreguyi Arena are cleared of the detritus of preliminary matches to make way for the main duel, the prospect of which has drawn huge crowds from both Cothon and Gadeed, and caused many a dinar and nufdinar to be handed over to the bookmakers as bets fly fast and thick. The corpses of condemned criminals, who were offered their chance with knife and spear to survive against vicious leaping zrne, are carried from the sands, while the zrne are corralled by their handlers; fresh sand is cast over the floor of the Arena to cover the scent of blood; and in the seats above, hawkers sell sweet-wax cakes, refreshing posca, skewers of grilled meats and vegetables, and other such hand-snacks.

Finally, into the Arena stride the warrior-combatants, the champions of their respective sides in the legal dispute between the Heroic Companions of Hrrl-ra and the masters of the Migdol of the Dyers and Fish-Fermenters, i.e. the Bani Barcidae. For the former Companions, steps forth Seeker-for-Relics, a grinning Kzin warrior, unarmored and wielding his traditional wtsai-sword and a great shield (and at his side paces the gladiator Drago, armed with javelins and a light whicker shield); meanwhile, looming larger even than the tall Kzin, and gleaming in his fine plate armor, the Bulrathi warrior Kobur presents himself, carrying only his great macuahuitl warclub.

The crowd erupts in excited cheers, well-anticipating the titanic conflict that will play out on the sands below them. Many of them have silver or gold wagered on the victory of one or the other; some, including the onlooking Sesel of the Survivors of the Tel, are more interested in the legal outcome of the duel, for if Seeker can cut down his Bulrathi opponent, the Barcidae will have to withdraw their claims to assess tolls for passage on the beaches beneath their Migdol fortress (especially interested, given the Survivors' own legal troubles with the Barcidae!)

But before the combat can begin, a magistrate of the Court of the Moon rises and raises his hands, quietening the crowd. He reminds the audience of the reason for this duel--that the contestant parties were not satisfied with the arbitration of the courts, and so appealed to the final court, the Arena--the "Court of the Sword". With that, he nods to the heralds, and with a fanfare of trumpets, the duel begins!

---------

With the sound of the horn, Seeker-for-Relics immediately bounded forward fangs bared in a wild grin, snarling and screaming, following the Kzin warrior-tradition of "Scream and Leap". Against a mere man, such a show of sword, fangs, and bestial muscle might have ended the fight right there in a panic, but Kobur stood firm, raising his macuahuitl in defense and snarling back.

But Kobur could not give his full attention to the defense against Seeker, for Drago began circling broadly, hefting his first javelin in his hand, looking for an opening against the armored-Bulrathi. And so Seeker got in his first blow against his foe, using his shield for offense, trying to pin Kobur's club against his body while he thrust in with his wtsai. But even as Seeker earned first blood, Kobur smashed him back with his fists.

As Seeker fell back, shaking his head and spitting blood, Drago cast his first javelin. The missile glance from Kobur's gleaming armor, but distracting the Bulrathi. Seeing this opening, Seeker once again leapt in, pressing in close with his shield to use his sword in close, closer than the great swings Kobur needed to properly wield his club.

In the midst of this scrum, Kobur suddenly lost his footing in the sand and stumbled back, shaking his own helmed head as he sought to withdraw enough to set up properly in defense. Another javelin from Drago clattered off his back plate, and as he turned to roar at this foolish peltast, Seeker once again rushed in, striking desperately with his sword. It seemed clear to the audience that Seeker recognized that even one blow of the Bulrathi's great macuahuitl could lay him out dead, and so he was attempting to press the fight closely to prevent the warclub's use.

But Seeker was thrown back by Kobur, and the Bulrathi finally had the range to wind up a proper stroke. Instead of attempting to take it on his shield, Seeker instead cast the shield aside and leapt in again, claws bared, hoping to get in close enough with claw and fang to forestall the coming blow--and indeed, as he leapt up on the great ursine figure of his foe, he buried his fangs in the Bulrathi's throat. The deadly stroke never fell--rather, the great warclub dropped from Kobur's weakening hands as the great warrior slumped down, his blood staining both the sands and the fangs of the Kzin red.

Leaning over his fallen foe, Seeker unlaced the Bulrathi's helm and cut off one ear with his wtsai as trophy, and then took his lap around the Arena, howling his victory and raising the excited shouting of those in the crowd who supported him, and the sullen glares of the Barcidae representatives in the first rows.

---------

According to their rights in the Arena, the Heroic Companions of Hrrl-ra claimed the arms and armor of Kobur, but ransomed his body back to the Barcidae for the respectable sum of 500 dinars.

Concerning the few wagers by player-characters, both bet on Seeker-for-Relics, and so will no doubt be pleased to collect their winnings:

Persephone bet 200 dinars, and so will earn back her bet, plus 300 gold

Meanwhile, Durham of the Ringing Anvil (and more on the rumors of activity around that institution later) bet 400 dinars, and so wins back his bet, plus 600 gold

Kzin v. Bulrathi: All Bets are Open!

The Dual-Cities are busy preparing for the religious Procession of Locor--in Cothon, the brine of the sea-breezes mixes pleasantly with the perfumed scent of tetel flowers growing plentifully among rooftop gardens, which will be scattered before the idol as it is carried from its heroön in Gadeed, while storefronts and awnings are decked with blue-dyed banners and prayer-flags, both along the processional way and throughout the rest of the city. The great sun shines brightly red over clear days and fine weather, and anticipation is tangible, excitement for the pageantry, for the great fire and sacrifices; even the tinge of apprehension from dark rumors of disgruntled Longshoremen seems to have vanished under the bright sun.

(Odds and the procedure for betting are below the Bulrathi)

But meanwhile, quite different preparations are underway, and quite different anticipation is felt--as the Coreguyi Arena is prepared with fresh sands, and with the acquisition of criminals and beasts for the opening entertainments, the great tavern Herm & Stone is packed with guests drinking in support of the Heroic Companions and their chosen champion Seeker-for-Relics; while behind the walls of the Migdol of Dyers and Fermenters, the Bulrathi warrior Kobur, champion of the Barcidae, sees to the burnishing and fitting of his battle-armor.

For it is only some weeks since the Heroic Companions crossed the sands under the Migdol, but refused to pay the new toll demanded by the Barcidae overlords for such passage, ultimately resulting in a challenge to arbitrate the disagreement in the so-called "Court of the Sword"--the Coreguyi Arena.

Following so closely on the recent case in the Court of the Moon over almost the same issue between the Barcidae and another adventuring company, the Survivors of the Tel, this upcoming contest between the Companions and the Barcidae has drawn a great deal of attention, and bookmakers are excited for the prospect of a duel between a Bulrathi and a Kzin in the arena. The two great warrior races--heavy and ursine Bulrathi and leonine and ruthless Kzinti--when pitted against each other to the death will no doubt draw excited crowds to the Arena, crowds eager to wager on which of the warriors will come out of the Arena victorious (rather than slain, the body ransomed back to friends or family).

At stake for the contending parties, other than the prospect of death in the Arena, is whether the Heroic Companions are liable to pay the passage-toll to the Barcidae (if Seeker loses), or if they successfully deny the toll for themselves, and revoke the toll for all in future as an "innovation" (if Seeker should win). No doubt certain parties await the legal outcome with great interest; but most of the citizens and denizens who will flock to the arena are more interested to hear about the champions themselves. So:

Seeker-for-Relics

Kzin comrade of Akin the Beautiful, Seeker-for-Relics is one of the founding members of the Heroic Companions of Hrrl-ra. A young Hero, he has not yet earned a Name, and so goes by the description of his current occupation. He wields a wtsai, the traditional Kzin-sword, which though somewhat short for an eight-foot-tall Kzin, is nevertheless quite a sword. Before the formation of the Heroic Companions, Seeker has appeared twice in the Coreguyi Arena as a champion-for-hire, and bested his opponents both times.

Because of Kobur's natural advantages in size and strength, the judges have allowed Seeker-for-Relics to appear in the Arena with an inexperienced man-at-arms to be armed as a peltast, i.e. a javelineer (shield, javelins, and dagger). The Heroic Companions have purchased an untested gladiator for this purpose, and promised him manumission if Seeker wins and survives.

a Kzin, by me

Kobur Slagkh's-Nephew

Though not actually much taller than his Kzin opponent, nevertheless the hulking form of Kobur, broad-shouldered and heavy with muscle nevertheless projects a vision of gigantism, especially when viewed by mere humans. Nephew of the sro-wealthy armorer and arms-seller Slagkh, Kobur is well ensconced in the Bulrathi clan of the Barcidae who rule the Migdol-fortress just north of Cothon along the coast. Kobur has represented his clan as champion in the Arena twice before, crushing his opponents in both events.

Outfitted in plate armor and wielding a great macuahuitl fashioned of the mysterious greenish alloy zortrium, Kobur would seem an indomitable opponent. His only real disadvantage in this combat will be his reactions, slow in comparison to the Kzin's zrne-quick leaps, and his ability to chase down his lighter armed and armored opponents.

Kobur in armor ...

The Odds and Betmaking

As mentioned above, Seeker will enter the Arena with a human man-at-arms armed as a peltast, with shield and javelins, in order to even the odds--all of which is to say, Kobur is the expected victor and the odds are calculated in his favor. Nevertheless, the Kzin's faster reactions and the addition of the slave-peltast do somewhat to mitigate the Bulrathi's enormous strength. The fact that both champions have each bested two opponents in the past means that past victories weighs little in the calculation of these odds.

Therefore, the official odds for bets placed with the bookmakers of the Coreguyi Arena are 3/2 in the favor of Kobur. A winning bet of 10 dinars on Kobur will earn the bettor back his 10, plus 7 dinars and 1 nufdinar (7.5 gp); whereas a winning bet on Seeker of 10 dinars will earn the bettor back his wagered 10, plus 15 additional gold; etc.

The bookmakers of the Arena will not take bets in excess of 1000 dinars. Such great sums would be better gambled as private bets, as the nobility of the Cities do--often betting on more obscure criteria, such who will win "first blood", or if a combatant should ever fall prone, or give way, or bowl over his opponent, etc. etc.

Please leave a comment on this post with your wager, or message me with same, by Sunday night. On Monday I will actually roll out the combat, dice and all, and will thereafter post a description of the contest, its outcome, and any winnings.

In the Court of the Moon: Barcidae v. Survivors

[In their recent confusion in the past weeks, the scribes forgot to transcribe here both this most interesting court case and its outcome. These arguments were made in the Court of the Moon several weeks prior, after the Survivors of the Tel were served a lawsuit by the Bani Barcidae, iqtadars of the Migdol of the Dyers and Fish Fermenters on the coast just north of Cothon-Gadeed. The Gadeedi house Banu al Rashid stood proxy for the Survivors, who as denizens, are not allowed the rights of citizens in the courts of Gadeed. The final decision of the court is posted at bottom, following the respective arguments]

The Case Before the Court

Banu Barraqi (colloquially, the "Barcidae") are suing the Survivors of the Tel for 10,000 gold pieces. They claim that this is both a toll owed them, and damages for injury to their honor (diya). If the Survivors are found liable and cannot pay in full, their members will be sold into slavery

The Survivors of the Tel are arguing for the suit to be thrown out as unjust and unreasonable, and that they should not be liable for any payment to the Barcidae.

The Court of the Moon is to hear the arguments from both sides, and make a final adjudication.

The Court may award the Barcidae the full amount; or acknowledge the Survivors as right, and throw the suit out; or adjudicate a lesser amount, in the interest of a just outcome.

Either side may appeal to let trial-by-combat in the Coreguyi Arena decide the issue at any time, even after the Court renders its decision (It is an open secret that sometimes the Court is used by strong noble houses to bully or ruin those who cannot defend themselves, though acknowledging such would be a breach of decorum)

To the arguments, it is an agreed on fact that while the Survivors were recently crossing the land of the Barcidae they were intercepted by an agent of the Barcidae, who demanded payment of tax for crossing the land, and that this was a new tax. The Survivors did not and have not paid the tax, and the Barcidae have sued in the Court of the Moon for diya.

---------

A Bulrathi of the Barcidae

Argument of Banu Barraqi (the Barcidae):

The issue at hand is a simple matter: Banu Barraqi, iqtadars of the Migdol of the Dyers as confirmed by the Soufets, have the right to the use and the fruits of their granted iqta'. Shall they be deprived of a simple toll, asked only of those who would cross the breadth of this iqta'? A toll that was instituted merely in response to the increasing crossings hither and yon by barbarians new to the harbor of Cothon, intent on their own obscure purposes and ignorant of our ancient ways. A toll that was refused by these foreigners, flouted boldly when an officer of the Barraqi was sent to intercept yet another crossing!

And more to the point—all ye gathered here, scions of noble Bani, pay heed—can Banu Barraqi allow this slight against their honor go unrequited, unavenged? And can this most august Court of the Moon deny justice to the Barraqi, by refusing the additional diya demanded by the Barraqi of the barbarian so-called Survivors of the Tel?

Indeed who among you, unjustly struck by another free man, would not then draw his blood with your kindjal-dagger? For if a man forbear and allow the stroke go unrequited, then other men will know that he is weak, and he will find himself forever whelmed by others' fists drover-sticks, wherever he goes.

But now having drawn blood, and being haled into this very court, who among you would not defend yourselves thus: “The blow he struck was unjust; I demand his blood in recompense for the bruise he gave me; thus my cut was twice-justified, first as kind for kind, second as recompense paid.” And however the first man wrangled or whinged, whatever sophistries he might spin of blood calling to blood, the court would close their ears to it all, for they had already heard justice in your simple argument.

So now we are here, and Banu Barraqi expects the court to see clearly the justice of our suit for recompense of tolls owed and diya for honor impugned. Ten thousand gold dinars we seek, for there have been many crossings over our land by the Survivors of the Tel and their associates, and our honor is ancient; and the greater the honor, the greater the price for its injury, just as the tooth of a free man is worth a greater diya than the life of a slave. And by defying the rightful use of our own iqta', the Survivors injure our honor.

Ancient indeed is the lineage of Banu Barraqi, iqtadars of the Migdol of the Dyers and Fish Fermenters. When Barqa al Akbar first stepped down to the shore with his brothers to offer his mace and his shield against the howling Kzinti, into his hands was delivered the battle horn of the master of the coastal watchtower by Anushiran the Soufet. That was when the City was itself, and the Harbor had yet to be. [translator's note: literally, “... when Gadeed was gadeed (new), and Cothon no cothon,”, a kind of stock pun for hearkening to the past]

And when Barqa lay down to the long sleep, and his brother Koborg would return the horn to Anushiran, lo! The Soufet did not take it, but confirmed that Koborg should carry it.

And so it was when Koborg died, and Barangar ibn Barqa was clan head, that Hashim-Soufet with his own hands granted the horn of the Migdol to Barqa's son. And after Hashim's term, then Tur-Soufet did confirm Barangar to the Migdol.

Shall I recite the generations? Even now, when his uncle had laid down, Urash abu Taborg, clan head of Banu Barraqi, received the horn of the Migdol from Kisra- and Hannafa-Soufets. And when their term had ended, and our current Soufets, Jubayr and Qamra, took office and received homage, and confirmed or revoked iqta'at according to their wills, they did refuse the horn from Urash's hands, confirming that he should remain iqtadar, even as his ancestors ever have been.

But these so-called Survivors of the Tel, a barbarian mercenary company, how long has their charter been passed down? The company only just sprang into existence during the moon of the Kzin-Moot. The ink on the charter is hardly dried! Shall the mushroom, grown overnight on the root of the towering narpine, be afforded equal attention by the woodsman?

These “Survivors” are always coming and going from the Tel al Safina, carrying strange devices, no doubt upsetting the serudla, the ghosts, and the demons buried within. They traffic with the Attine Klackons! They acquaint themselves with the Kantormen and their distant Hanse, whose ships seek to rival our own great fleets of the Decapolis. Who knows what they're up to? Little wonder that Banu al Rashid looks on them with such favor, deigns to accompany them here to a court meant for citizens, has them hold their cloak hems as clients. Zayda and her niece sometimes seem to show more love to Klackons than to their fellow humans—and to the outsider Attines, no less, not even the Xholda who dwell alongside us in our own city!

Will the court side with these outsiders, and the xenophiles who cover them with their cloak? Banu al Rashid are an old lineage, yes, and well respected; but do they know full well the barbarians and outsiders they succor? Would it be any great surprise one day to discover that great House betrayed by their bedmates, who are so eager to grasp after fortune that they would delve the very haunt of demons and serudla, with no heed to their own place in society?

How then, hearing all this, could the court deny Banu Barraqi their just diya? As I said, the issue at hand is really just a simple matter: Banu Barraqi, ancient and honored iqtadars of the Migdol of the Dyers, only seek payment of their lawfully introduced tolls, and redress in diya for the injury to their ancient honor. Ten thousand gold dinars, to be paid by the Survivors of the Tel, with the penalty of the law in full for foreigners incapable of such payment.

We hope that this most august court recognizes justice, and that we can avoid any appeal to the Coreguyi “court”.

[With this final statement, the orator glances significantly at the entourage of the Bani Barraqi—tremendous Bulrathi, bear-like humanoids, head and shoulders taller than tall men and all thickly muscled. Such warriors would no doubt prove difficult adversaries in the hand-to-hand combat of the Coreguyi arena, if appeal to trial-by-combat be attempted ...]

Opening Arguments

Friends, it is with a heavy heart, and with great concern for our mother of cities, that we must begin a trial that could very well decide the fates of not only our great houses, but that of all the ten cities. Over this trial you shall see the actions of the Barcidae for what they are. A farce, meant to ruin those they believe unable to defend themselves, but from whom the backbone of our cities was built upon.

For the great heroes of old, Dalan II, One-eyed Goroborg, Taharqu, and countless more, did they not find their place amongst our stories and legends not by being waylaid and detained by false accusations and slander, but by proving themselves in exploration, discovery, and the great wealth they showered upon those who welcomed them home.

The Barcidae, for all their detail and wonder they put into their creations, have lost sight of their origins. They overstep and overextend, and when they trip they grasp at thin accusations to try and recover from their own failings.

Main arguing points

As all things do, let us benign in history. There is no record, posting, or otherwise clear indication that the Barcidae have claimed a toll for those passing over the sands of the Migdol. Of course, they may determine the use of their land, even those who might be allowed upon it, but they have no rights nor obligations to create or enforce any such taxes or tolls to those who cross the sands. We call upon the court to dismiss this case outright, for as much as they might like, the Barcidae have no rights to make these claims.

But if that isn’t enough to put to bed these accusations alone, the amount themselves is entirely absurd. No reasonable tax, once accepted by the dual-cities and brokered into law, would ever expect such exorbitant wealth. It is documented in the many stories of the Survivors that they have only passed across these sands a scant 4 times prior to these accusations, implying the Barcidae believe some insane value of 2,500 gold per crossing. If this is accepted, who is to say they wouldn’t turn this upon the other Great Houses of Gadeed, seeking recompense from their caravans and emissaries sent to the Attines, or further North?

And it is here, in this absurdity, we see the Barcidae’s true intent. For no reasonable Great House would make such an absurd claim if they weren’t desperate. While it is beyond the scope of this trial to speculate what the Barcidae might be hiding and scheming about behind their sequestered Migdol that they would go to such lengths to remove a legitimate organization, recognized by the Bani al-Rashid, House Undorl of the Attine, and the Adventurer-Tavern Cothon-Under-Star, through either bankruptcy or slavery, let there be no doubt amongst you, discerning listeners, the Barcidae are not here for some farcical tax, but for some sinister ulterior motive.

[the advocate of the Survivors here pauses to allow his points to be considered … then he continues:]

We’ve heard the lack of precedent, the absurdity of the whole thing, and taken a moment to consider what reason the Barcidae might have to issue such a derisory claim. Let us now consider the more economical impacts such a tax could have upon the dual-Cities. For, while the Great Houses are surely their own economic powers, they do still rely upon the bustling trade and commerce of the common-man.

Those markets depend on regular infusions of wealth, treasures, and items of wonder from within the Tel. Adventurers don’t just hord wealth unto themselves, no! They build it up and make absurd purchases and investments in our cities. Before this more recent crop of barbarians has taken to their adventures our city was beginning to languish, our trade faltering. Perhaps it was that which caused the pirates to rise, seeing weakness to be exploited.

Regardless, these latest barbarians have infused our great city with new life! For even though they have been active only a few short months, already they have begun investing in new businesses and local commerce. The Ringing Anvil, opened by one Durham, created opportunity for a local, 'Annaz al Tashkili, and his apprentices to further pursue their smithy craft where previously they had been unable. And not due to lack of creativity, just look at some of the tools and wonders they recently designed!

Or this latest opening of Crag Keep. Were it not for adventurers, freely able to move about the Tel, unhindered by taxes, tolls, or roaming bands of thugs, have invested in the once-lost fortress. Securing portions and re-opening the markets there, creating new and potent opportunities for both the Great Houses and the citizens of Gadeed.

And finally, the Survivors of the Tel themselves. Persecuted by the KzinTi during their moot, surviving over a dozen expeditions within the Tel, aiding in the elimination of the Denyan Akho, and supporting the Attines in their fight against the scourge infecting their Sixth House. They have aided our great mother of cities many times in the past. But not only do they provide their strength, they also invest within our community. Forging a reliable and trustworthy adventuring group that the houses of Gadeed, including House al-Rashid and the Bani Dawr, have come to rely upon. In addition to propping up and supporting local businesses, such as the recently founded but unfortunately unsuccessful Society of Lamplighters and Treasure-Bearers, infusing them with much needed gold and support.

All of these things would have been greatly hindered, if not made entirely impossible, by the Barcidae’s proposed taxes. If they are allowed to further this goal, and are given victory in this trial, the Survivors would collapse, and all other current and future adventurer-institutions such as these would shy away from anything that might put them in the spotlight. Perhaps even going so far as to refuse ties with other Great Houses or Citizens, to prevent the public eye that no doubt caused the Barcidae to think they could claim such ridiculous taxes from the Survivors.

Now, I’m sure you’re wondering where the fate of the ten cities fits in here. For, you see, barbarians are, by their very nature, un-tied. These people have no reason to stay here, bringing their triumphs, wealth, and success to our dual-cities. If the Barcidae are allowed to continue as they have, we may see yet another loss of interest in adventures within the Tel. These adventurers may pick up shop, join the next vessel out of town, and take their gold to one of the other ten cities.

You may be thinking, bah, that is irrelevant to us, we are the mother of cities! And you would be right! At least, for a time. But, as these adventurers delve deeper, investigate further, and explore more, they bring back treasures untold. Tools and resources thought lost to the ages. Were another of the Ten Cities to begin receiving these goods, instead of us, it might not be long before they think perhaps they should be the host of the treasury, the collector of taxes, the master of the Ten Cities League. This cannot happen! We cannot let foreigners take control of the league, and we cannot let the Barcidae tax, hinder, or otherwise harass the adventurers who lay their heads in our city!

Closing Arguments

The Barcidae are, as plainly as can be, here for some other reason. They care not for the gold, or these laughable taxes. Do not let their secretive, nefarious goals cause crippling damage to our economy, our Great Houses, and our Citizens. Do not let the Barcidae open the doors for some foreign city to wrest the Ten Cities League from us. Do not let the Barcidae win.

For it is our time. Time for Cothon-Gadeed to rise even further and become greater than ever before. Time for the Citizens and Great Houses of Gadeed to see wealth and prosperity like that of legend and lore. It is the time for the great Mother of Cities to raise up new heroes of legend to join the ranks of Dalan the second, One-eyed Goroborg, and Taharqu, bringing even higher prestige, honor, and power to our already great city!

The Decision of the Court

Three learned citizens of good standing were selected to arbitrate the case of Barcidae v. the Survivors in the Court. After listening to the orations--first of the Barcidae's house-rhetor as befitted their right as plaintiffs, followed by the arguments of Sesel, Voice of the Survivors, put forward for the defendants by the orator of Banu al Rashid.

The three judges were of different minds concerning the justice of the claims they had heard, but ultimately came to this final decision: the Survivors are found liable for 1000 dinars, as the Barcidae have the right to levy tolls for use of their land, but the full diya claimed by them (10,000 dinars!) was deemed clearly unjust.

Though the Survivors, through the patronage of Banu al Rashid, had the privilege to challenge this (lesser) judgment against them with a trial-by-combat in the Coreguyi Arena, they demurred, allowing the Barcidae their claim of tolls and diya, and quietly paid the 1000 dinars from their treasury.

It is of course widely speculated that this is not the last the Survivors have heard of the Barcidae in the Courts (or in the Arena), but for the moment the Barcidae "graciously" accepted the payment of diya from the Survivors and thence returned to their Migdol over the sands ...
